Case study 6

In the country where you are working it has come to your attention that children are being held in detention for long period of times together with adults without any recourse to legal procedures. You are in no position to address the situation yourself because you simply have no resources and the issue is just one in the greater context of problematic detentions. You have been informed that the Office of the United Nations High Commissioner for Human Rights is going to establish a human rights field operation in the country where you are operating. Outline the key points that should be included in a Memorandum of Understanding to be drawn up between the UNHCHR and the Office of the Coordination for Humanitarian Affairs with respect to the co-operation between the human rights and humanitarian communities. In raising the issue of children, draw upon the relevant legal arguments from the Convention on the Rights of the Child.
