Health Emergencies
in Large Populations (HELP)

The HELP Course is a three week intensive graduate level training course, taught in conjunction with the Medical Division of the International Committee of the Red Cross. Through the facilitation of the Center for Excellence, the HELP Course has been taught for ten consecutive years at the East-West Center located on the University of Hawaii at Manoa Campus in Honolulu, Hawaii. The HELP Course was created by the International Committee of the Red Cross with the participation of the University of Geneva and the World Health Organization to meet the public health needs of health professionals working in emergency situations.

Each class consists of a target number of 25 students from non-governmental organizations, government agencies and militaries, mostly from countries in Asia and the Pacific Rim. The course is intended for health professionals: Medical doctors, nurses, nutritionists, environmental health engineers, epidemiologists, public health officers. Candidates who are professional field workers not directly related to health, but having a sufficient understanding of health problems, will also be considered. Candidates from countries affected by war and natural disasters will be given special consideration. The HELP Course is offered in two modules: the first two weeks will focus on public health interventions and the third week will deal with international humanitarian law, human rights, responsibilities of health professionals and ethics.

Registration fees amount to $1500.00. Minimal living expenses for a three week period utilizing dormitory accommodations should amount to an additional $2500.00.

Starting in 2008, graduate level academic units (credits - 3) were available for the HELP Course through the University of Hawaii at Manoa. The cost for the graduate units/transcript is the sole responsibility of the participant if they desire to obtain them. The 2009 cost for registration to obtain the credits is $987.00.
