About the Center for Excellence

The Center for Excellence is a leading innovator in disaster management, humanitarian assistance and fostering stability and resiliency in vulnerable communities and societies worldwide.

COE is a direct reporting unit to the U.S. Pacific Command (USPACOM) and other US COCOMs (combatant commands) and supports them in promoting disaster preparedness and societal resiliency. The Center also provides strategic advice to military, civilian and international organizations planning for and responding to complex humanitarian emergencies.

With resources drawn from both military and civilian sources, and a staff of experts drawn from Defense, State, AID, and a broad range of international humanitarian organizations, the Center for Excellence ideally positioned to bridge the civilian-military divide. COE also partners with a wide variety of national and international governmental, nongovernmental and international organizations.

Today’s world is plagued by increasingly complex challenges. Governments and societies must respond to a range of crises that include natural disasters, health emergencies, wars, collapsing states, and violent insurgencies. These challenges demand new ideas and partnerships. But every partnership must have a purpose. The Center for Excellence believes that that purpose must be to foster stable, resilient communities and societies, able to resist, respond, recover and revitalize.

Launched by Senator Daniel Inouye in 1994 in Hawaii, USA, as a training and education resource, the Center for Excellence is being revitalized and expanded under the direction of retired Lieutenant General John Goodman, former Commander of the U.S. Marine Corps Forces in the Pacific. Under his visionary leadership, the Center for Excellence is working to shape an environment where communities and societies worldwide see the United States as a positive and important part of their own narratives.

Our Mission
Educate, train, conduct research and assist in international disaster preparedness, disaster mitigation, disaster management, disaster response, health security, humanitarian assistance and societal resiliency.

Our Vision
A community of nations prepared to respond, collaborate, and manage natural and man-made disasters. Nations with disaster management plans, prepared to respond to plausible contingencies, and willing to participate in a regional collaborative framework.
