Publication statement
Liaison, a quarterly publication of the Center of Excellence, serves to inform its diverse constituent audience of timely and relevant issues—the stories and the people—in the field of international humanitarian disaster management, in order to facilitate cooperation between civilian and military disaster responders and relief providers. The Liaison provides an open forum for stimulating discussion, exchange of ideas and lessons learned—both philosophical and pragmatic—and invites active participation from its readers, with the end in mind of creating a communication network for organizations engaged in similar pursuits.

The authors are entirely responsible for opinions expressed in articles appearing in Liaison; these opinions are not to be construed as official or reflecting the views or policies of any of the Center of Excellence partners or the U.S. Government.
