Background

The Peace Operations Special Issues and Lessons Learned Seminar is the capstone event of Asia Pacific Peace Operations Capacity Building Program, which began in fiscal year 2000. The program is supported by the Asia Pacific Regional Initiative, which contributes to US Pacific Command's mission of enhancing security and promoting peaceful development in the Asia-Pacific region. The Center of Excellence designs, develops and manages the program, which is funded on a year-to-year basis.

The United Nations Department of Peacekeeping Operations (UNDPKO) endorses the program, which furthers the goals of its mission, specifically to assist Member States in their efforts to maintain international peace and security. Participation of the United Nations (UN) provides an open forum for impartial dialogue to take place. Both civilian and military personnel are able to take part and participating nations are encouraged to send a balanced representation of military peacekeepers, civilian police, humanitarians and civilian government authorities.

The Program's purpose is to enhance the readiness of participant forces to conduct peacekeeping operations, to increase harmonization and cooperation between peacekeeping forces, to encourage the exchange of information between nations and to provide a venue for open dialogue on issues related to multinational civil-military interventions. Through participation, participants gain an enhanced ability to execute peacekeeping and humanitarian assistance missions, and are better able to operate in concert with other international response forces. Program organizers queried the seminar's subject matter experts on their views on the nature of future program activities. With this input, the program continues into fiscal year 2003 with the execution of four single-issue seminar-games:

  1. Command and Control Issues - Bangkok, Thailand in December 02
  2. Military in Peace Making and Peace Building - Location to be determined in February 03
  3. Civil Military Operations - Location to be determined in March/April 03
  4. Transition Issues in Complex Emergencies - Location to be determined in July/August 03
